I perform one working set per exercise, usually preceded by one light set just to set the groove. Keeping the sets to a minumum makes progress easier to track, minimizes the energy used in the actual workout (leaving more for recovery), and ensures that you give your all to each set.
It can take a few weeks of performing two or three sets per exercise in order to train yourself to the point where you are able to give everything to one set, that's happened with a few of my training partners over the years. They've just been used to avoiding all out effort.
Once you get to the point where you can really give it all to one set, you'll love it.
Moving quickly from one exercise to the next also gives you a tremendous cardiovascular workout.
None of my workouts take me more than thirty minutes.
